What methods of car shipping services do you offer?

What is the difference between open and enclosed transport?

Open transport is the most common car shipping method. There are two types of open-air transporters. A majority of shipments are completed with larger 8 car carriers.. With the immigration that started from this country due to the war and extraordinary situation in Ukraine, is there a regulation for those who want to enter Turkey with their registered vehicle in the mentioned country?

If anyone who had been living in Ukraine , do not meet the requirement to have spent at least 185 days abroad in a year prior to the date they want to enter, wish to enter Turkey with their registered vehicles as of 24.02.2022, when the war started, their vehicles will be granted a temporary import permit for 90 days; If the war and extraordinary situation continues at the end of this period, an extension of 90 days will be made if the right holder applies to the nearest customs office.

Is there a new regulation regarding the time extension of temporarily imported land vehicles?

Yes. While the time extension requests will be evaluated within the scope of Article 17 of the Customs General Communiqué on Temporarily Imported Land Vehicles (Serial No: 1 for );

– Individuals over 65 years of age,

– Those who are not over 65 years old but have a chronic disease (receiving immunosuppressive therapy, cancer patients, organ transplant, bone marrow/stem cell transplant patients, chronic lung patients, diabetes patients, complicated hypertension, decompensated heart failure, patients with acute coronary syndrome, chronic patients with liver and kidney failure, etc.) (without requiring the rest period in the health reports to be submitted),

If a time extension request has been sent to the customs administrations , it has been found appropriate to extend the time until 31.05.2022.

Do the facilities brought under the Provisional Article 3 added to the Council of Ministers Decision numbered 2009/15481 continue?

Answer is no. Since the Provisional Article 3 will be valid until 31.12.2021, the facilities brought under the said article will be abolished as of 01.01.2022. Transactions regarding vehicles will be carried out in accordance with the provisions of the Council of Ministers Decision No. 2009/15481 and the Customs General Communiqué on Temporary Imported Land Vehicles (Serial No: 1).

Who can bring a vehicle from abroad within the scope of touristic scope?

In accordance with the Council of Ministers Decision dated 29/9/2009 and numbered 2009/15481, people residing outside the Customs Territory of Turkey, in other words, residing abroad, can temporarily bring their vehicles registered in their names at their place of residence within the scope of touristic conveniences.

What does it mean to be a resident abroad?

Being resident abroad; In the ordinary situation, the person residing abroad has been actually abroad for at least 185 days in the last 1 year, backwards from the date he wishes to enter Turkey.

Is it enough to be abroad for 185 days to be a resident abroad?

Answer is no. The individuals who will bring a vehicle must have a place of residence abroad and establish a residence. Even though our citizens who work on ships, temporarily work at the construction site or stay at the hotel have actually spent 185 days abroad in the last 1 year, they are not considered to be resident abroad because they have not established a residence abroad.

How to Calculate 185 Days?

Answer: The 185-day period for residing abroad is calculated through the program according to the passport entry and exit records obtained from the General Directorate of Security. Passport or identity information is entered into the program, the program calculates the period of stay in Turkey and abroad by going back 1 year (365 days) from the date of entry to Turkey. We can explain the calculation of residing abroad with the following example.

The period of stay abroad of the person who wants to enter Turkey through the Kapıkule Border Gate on 07.03.2018 is calculated from 07.03.2018 to 1 year, that is, between for example 07.03.2017 and 07.03.2018. A person staying abroad for more than 185 days and residing abroad in an ordinary situation is considered to be a resident abroad. All entries and exits made by sea, air, land or rail, with or without a vehicle, are taken into account in calculating this period. As can be seen in the table below, there is no need to spend 185 days abroad without interruption.

Where can I find entry-exit information to Turkey?

Can pensioners , retirees from abroad bring a vehicle without being abroad for 185 days?

Individuals who are retired from outside the Turkish Customs Territory are not required to be abroad for 185 days for land vehicles for personal use that they will bring to the Turkish Customs Territory for the first time after their retirement date.

Are there any restrictions on the country to which the vehicle can be brought?

The vehicle must be registered in the country of residence. However, persons residing in the European Union and European Free Trade Union countries can also bring their vehicles registered in their names in the European Union and European Free Trade Union countries other than their place of residence. For example, a person residing in Germany can temporarily bring a vehicle purchased from France to Turkey.

Can a person residing in Turkey who does not meet the residency requirement abroad use a vehicle to be purchased from Georgia for 2 years in Turkey?

Individuals residing in Turkey do not have the right to bring a vehicle from abroad. Some websites and auto galleries provide false information that our citizens can use luxury vehicles that they can buy from abroad by paying low prices in Turkey without any problems. These allegations are aimed at deceiving our citizens and contain information that is completely contrary to the Customs legislation. Such irregular uses are detected by the units of our Ministry, penal action is taken and the vehicles are exported.

How much time is given to the vehicles to be entered within the scope of touristic facilities?

Vehicles of Turkish citizens, dual citizens or blue card holders (including retirees) residing outside the Turkish Customs Zone can stay in Turkey for up to 730 days.

Will there be 730 days permit for vehicles belonging to foreigners?

The period to be given to the vehicles of foreign nationals (except those holding a blue card) cannot be longer than the duration of their stay in Turkey. Foreign nationals who do not have a residence permit are given a total of 90 days out of 180 days. (For example, since the time to be given to a Georgian citizen who enters Turkey with an identity card through the Sarp Border Gate cannot exceed 90 days in 180 days, the vehicle is given a maximum of 90 days.) The time to be given to the vehicles of foreign nationals who have a residence permit in Turkey can be as long as the period specified in the residence permit. The period cannot be longer than 730 days.

Will there be 730 days for vehicles belonging to legal entities , private companies?
Can individuals who use the entire 730-day period or who do not meet the residency requirement, enter Turkey with their vehicle?

Persons who have used the entire 730-day period or who cannot meet the residency requirement cannot bring a vehicle until they meet the conditions. However, if the persons in question are resident in the European Union and European Free Trade Union countries, they can bring the land vehicles registered in their names for personal use in these countries once a year for a period of one month.

If the time given to the vehicle brought within the scope of touristic facilities is exceeded, is there a penalty?

The duration of the vehicles staying in Turkey; If it exceeds 1 (one), 2 (two) and 3 (three) months, a fine of 470 TL, 940 TL and 1,410 TL is applied for the year 2022, respectively.

In case of overdue time exceeding 3 (three) months, a fine of ¼ (one-fourth) of the vehicle’s customs duties is collected pursuant to Article 238 of the Customs Law No. 4458.

What are the documents that must be submitted to the customs administration for personal use or legal entities and land vehicles for commercial use that do not carry passengers?
What is a pre-declaration?

Answer: Individuals residing abroad will be able to report their own and their vehicle’s information to the customs gates from their mobile phones, tablets or computers before their travel. The application of which has started and can be reached from the website of our Ministry

Thanks to the Vehicle Pre-Declaration application, the transactions at the customs gates will be completed more quickly and fluently. In addition, the waiting time at the doors will be reduced to a minimum.

Is the vehicle within the scope of touristic conveniences registered in the passport?

Vehicles brought within the scope of touristic conveniences are recorded in the passport, and the expiry date is deducted.

Do I need to pay the customs office for these transactions?

No fee is charged by the customs administration for these transactions.

Can people residing in Turkey (not residing abroad) bring a temporary vehicle from abroad?

It is not possible for a person residing in Turkey to temporarily import a vehicle from abroad.

Can people who definitively transferred their settlement to the Customs Territory of Turkey or who are assigned abroad as an official and make a permenant return bring a vehicle within the scope of touristic conveniences?

Assignment to overseas assignment, study, work, etc. Due to the fact that those who have gone abroad for certain reasons have transferred their residence to Turkey, they do not have the right to bring vehicles with foreign license plates for 2 years by taking advantage of the touristic facilities.

Can a person residing in Turkey (not residing abroad) drive a vehicle brought by a relative/friend/spouse living abroad?

It is not possible for people residing in Turkey to use the vehicles brought within the scope of touristic facilities. In case of detection of this situation, criminal action is applied separately to the owner of the vehicle and the persons who are not entitled, pursuant to Article 238 of the Customs Law No. 4458. The vehicle is exported.

Who can use the vehicle brought within the scope of touristic conveniences in Turkey other than the right owner (the owner or the person who brings it by proxy)?

Vehicle imported temporarily by taking advantage of touristic facilities; Provided that the right holder is located in Turkey, it can be used by the spouse, mother, father and children whose place of residence is outside the Turkish Customs Territory. In this case, the owner of the vehicle does not have to be in the vehicle. However, while the vehicle owner is abroad, the vehicle left in Turkey is left parked and cannot be used by anyone (including mother, father, spouse and children).

Can a person residing abroad enter Turkey with a vehicle registered to another person?

It is possible to bring the vehicle by proxy by another person residing abroad other than the owner of the vehicle. If the vehicle is brought by a person other than the owner of the vehicle by proxy, both the person bringing the vehicle by proxy and the owner of the vehicle must be established outside the Customs Territory of Turkey and meet the 185 days condition.

For vehicles brought by proxy, a valid power of attorney must be submitted to the customs administration at the time of entry.

Can a person residing abroad enter Turkey with a vehicle registered in the name of a company from abroad?

Vehicles registered in the name of the company residing abroad can only be brought by proxy by the employees or partners of the company residing abroad.

What is accepted as a power of attorney document?

Can a person residing in Turkey (not residing abroad) bring a vehicle belonging to his relative/friend/spouse living abroad to Turkey by proxy?

It is not possible for a person residing in Turkey to temporarily import a vehicle belonging to another person residing abroad, even by proxy.

Can foreign spouses residing in Turkey bring a vehicle?

In order for the foreign spouse to bring a vehicle from abroad, it is necessary to stay abroad for 185 days. In addition, the nationality of the person does not matter in the transactions made within the scope of touristic facilities. It is taken into account whether the person is resident abroad or not.

Is it possible to bring a vehicle within the scope of touristic conveniences for those who have renounced Turkish citizenship or are dual citizens?

Nationality does not matter in order to bring a vehicle within the scope of touristic facilities. It is sufficient to be resident abroad.

Can the vehicles registered in the name of the company residing abroad, brought within the scope of touristic conveniences, be used in head office/branch/agency activities in Turkey?

It is not possible to use vehicles within the scope of touristic conveniences in head office/branch/agency activities in Turkey. The vehicle can only be used by the person who brought it and the spouse, method or family of this person residing abroad.

Can dual passport holders bring more than one vehicle?

Within the scope of temporary importation provisions, only one vehicle with foreign license plate can be brought to Turkey for personal use within the scope of touristic conveniences. Entries and exits with Turkish and foreign passports are considered as a whole.

Can a trailer or non-motorized caravan be brought with the vehicle?

A trailer or non-motorized caravan can be brought with the land vehicle for personal use.

Is it possible to return with the same vehicle or another vehicle without being abroad for 185 days, in case of going abroad with the vehicle before the end of the given period after entering Turkey by vehicle?

If the persons who go out of the Customs Territory of Turkey with their vehicle without using all of the temporary import permit periods meet the condition of being resident abroad, the vehicle is allowed to enter the vehicle by giving unused periods. The requirement to be abroad for 185 days must be met at each entry.

However, the condition of 185 days is not required for retirees who go out of the Turkish Customs Territory with their vehicle without using the entire temporary import permit period, to re-enter the Turkish Customs Territory with their vehicle in order to use the remaining period of the permit, provided that it is within the permit period.

When can a vehicle be brought back after the entire given time has been used?

A person who has used the full term cannot bring the same or a different vehicle to Turkey without being abroad for 185 days from the date of departure. To be able to bring a vehicle again, it is necessary to be abroad for 185 days.

If the expired vehicle enters and exits through the border gate, can it stay in Turkey for 730 days again?

It is not possible to bring the expired vehicle back in and out of the border gate without being abroad for 185 days.

Can an expired vehicle be brought back to Turkey with a change of ownership?

The transaction is made by looking at the periods of stay of the property owner abroad. If the buyer is resident abroad, he is allowed to bring a vehicle.

Can the owner of a vehicle who goes abroad after staying in Turkey for 730 days, come to Turkey without a vehicle?

There is no restriction in terms of customs legislation regarding the duration of being in Turkey without a vehicle.

Is there a restriction on the age of the vehicle brought within the scope of touristic facilities?

There is no restriction on the age of the vehicle brought within the scope of touristic conveniences in terms of customs legislation.

Is it an obstacle for the vehicle to be driven on the right?

There is no restriction in accordance with Article 30 of the Highway Traffic Regulation for right-hand drive vehicles brought within the scope of touristic conveniences.

Is it possible to bring a vehicle by renting? How long is given?

Persons residing outside the Customs Territory of Turkey are allowed to bring vehicles by renting. Depending on the citizenship and residence of the person, the period to be given to the vehicles brought by rent cannot be longer than the period specified in the rental agreement, provided that it does not exceed the 730-day period.

Is it possible to go abroad by leaving the vehicle in Turkey?

In order to leave the vehicle in Turkey and go abroad, one of the following procedures must be done by applying to the nearest customs office.

Delivery of the vehicle to the customs administration,

Submission of a signed undertaking in two copies to the customs administration at each exit, prepared in accordance with the example in Annex 7 of the Communiqué that the vehicle will not be used by anyone else, and this request is approved by the customs administration.

If it is determined that the said transactions have not been carried out during the passport proceedings, the holder of the permit will be directed to the customs administration before the passport transactions. For this reason, it is necessary to apply to the nearest customs office before going abroad without a vehicle in order to avoid any grievances.

Is there a penalty for leaving the vehicle abroad without the knowledge of the customs administration?

Persons who go abroad without leaving their vehicles under the control of the customs or obtaining permission from the customs administration with a letter of undertaking cannot prove that they have a justified reason, and a fine is imposed on them in accordance with Article 238 of the Customs Law once for all departures made until the date of determination.

In case of going abroad without a vehicle, is the time spent abroad counted as the period of stay of the vehicle in Turkey?

In case of going abroad without a vehicle without leaving it under the control of the customs administration, the duration of the vehicle continues to run.

How long can a vehicle temporarily delivered to the customs office or the Trustee's car park stay here?

Vehicles left at the customs office or the Trustee’s car park may remain under customs supervision for 3 (three) months from the date of delivery of the vehicle. An application can be made to the relevant customs office to extend this period for another 3 months. In the absence of any judicial or administrative investigation, examination, investigation or prosecution, the provisions of liquidation shall apply to the vehicles that are not received within the time limit or an application for an extension of time is not made.

Can a vehicle brought to Turkey within the scope of touristic conveniences be left at customs?

Can the vehicle brought within the scope of touristic conveniences be sold in Turkey?

The vehicle, which is temporarily imported by taking advantage of touristic facilities, cannot be sold to another person whether they are resident in Turkey or not.

Can the vehicle, which is taken abroad by using the entire period, be brought to Turkey by proxy by the spouse/children/mother/father/friend of the vehicle owner without staying abroad for 185 days?

In order for the vehicle to be brought back to Turkey by proxy, it must stay abroad for at least 185 days.

If the vehicle's insurance is not valid in Turkey, is the vehicle allowed to enter?

It is obligatory to present a valid insurance policy upon entry to Turkey. In case the vehicle does not have an insurance policy or it is not valid in Turkey, an insurance policy can be drawn up from the nearest customs office.

What are the procedures to be done by the customs administration when leaving the vehicle abroad or leaving the vehicle at the customs office?

The entry record of the vehicle on the computer is closed and the “vehicle exists” stamp in the passport is cancelled.

What is the Foreign Vehicles Temporary Entry Carnet (YTGGK) and Foreign Vehicles Temporary Entry Form (YTGGF)?

If foreign vehicles are temporary entry form, those whose owners come to Turkey to work or study for a certain period of time, and retired foreigners who have a temporary residence permit in Turkey, from persons residing outside the Customs Territory of Turkey, excluding dual national Turkish citizens , it refers to the document that is valid only for Turkey and is issued by the customs administrations in return for a guarantee for land vehicles for personal use registered in their names.

Can foreigners who come to Turkey to work or study temporarily bring a vehicle to Turkey to be registered to traffic within the scope of YTGGK and YTGGF?

Except for dual nationality Turkish citizens, foreigners residing outside the Turkish Customs Territory who come to work or study for a certain period of time, are granted a temporary import permit to be registered for traffic in the Turkish Customs Territory for a temporary period, for the land vehicle for personal use registered in their country. These vehicles can be brought into the Customs Territory of Turkey during the study or study period. However, the persons in question must meet the requirement of residing abroad as of the date they start working or studying in Turkey and must continue to work or study uninterruptedly.

Can retirees temporarily bring vehicles with foreign license plates to be registered to traffic within the scope of YTGGK and YTGGF?

Except for Turkish citizens with dual nationality and Blue Card holders, retired foreigners who have a temporary residence permit in Turkey can bring their vehicles with foreign license plates to be registered to traffic in Turkey. Since Blue Card holders can reside in Turkey indefinitely, exempt from a residence permit, retirees with Blue Cards are not entitled to bring a vehicle in this context.

Can foreigners who have retired from Turkey temporarily bring vehicles with foreign license plates to be registered to traffic within the scope of YTGGK and YTGGF?

Answer is no. Foreigners who do not have a pension from abroad do not have the right to bring a vehicle within the specified scope.

Does the foreigner who started working after a while in Turkey have the right to temporarily bring a vehicle with foreign license plate to be registered to traffic within the scope of YTGGK and YTGGF?

In order to temporarily bring a vehicle with foreign license plate to be registered to traffic, individuals must meet the condition of residing abroad as of the date they start working or studying in Turkey.

Example-1: A foreigner who came to Turkey on 18.10.2017 and started to work on 18.08.2018 does not have the right to bring a vehicle within the specified scope since he has been resident in Turkey for 304 days in a year, backwards from the date he started working.

Example-2: A foreigner who came to Turkey on 18.10.2017 and started to work on 15.02.2018 can bring a vehicle within the scope of YTGGK and YTGGF since he has been residing abroad for 245 days in a year, backwards from the date he started working.

Can students or employees with a Blue Card bring a vehicle with foreign license plate to be registered in traffic?

In order to temporarily bring a vehicle with foreign license plate to be registered to traffic, individuals must meet the condition of residing abroad as of the date they start working or studying in Turkey. However, considering that the process of finalizing the work permit applications made to the Ministry of Family, Labor and Social Services by people who come to Turkey for the purpose of work may take time, the condition of residing abroad is questioned for these people, taking into account the date of the work permit application. Temporary import permit is granted if this is determined.

Can retirees with Blue Cards temporarily bring vehicles with foreign license plates to be registered to traffic within the scope of YTGGK and YTGGF?

It is not possible for retired blue card holders from outside the Turkish Customs Territory to bring a vehicle within the scope of the Foreign Vehicles Temporary Entry Carnet or the Foreign Vehicles Temporary Entry Form.

Since the delivery of the vehicle to the customs will stop the permit period, the end of the permit has been postponed to 18.08.2019.
