The 730-day period and the pension eligibility document

People who live outside Türkiye’s Customs Territory and receive a foreign retirement pension, disability pension or have earned early retirement rights may generally use their vehicle in Türkiye for up to 730 days. An appropriate pension eligibility document is required.

The amended rules clarify that the document must:

• be earned through employment, and
• be issued under the social-security law of the relevant country.

A certified Turkish translation is required

The formality of the documents is critical. The Turkish translation of the document proving retirement abroad must be certified by one of the following:

• a Republic of Türkiye Embassy,
• a Republic of Türkiye Consulate, or
• a notary.

Uncertified translations are not accepted. Before starting the process, make sure that every document is complete and properly certified.

Who may use the vehicle?

The communiqué also makes the permitted users of a vehicle temporarily imported under tourist facilities clearer:

• A spouse or relative whose residence is outside Türkiye may use the vehicle.
• Anyone who is neither a spouse nor a relative may drive only while the entitled holder is in the vehicle.

A new regulation affecting drivers entering Türkiye with foreign-registered vehicles was published in Official Gazette no. 33324 on 29 July 2026 and entered into force the same day. It replaces the 2017 regulation and brings toll payments and penalties for paid roads under one framework.

At a glance: a valid HGS account or equivalent system, sufficient balance and prompt payment are essential. Unpaid tolls and penalties must be settled before the vehicle can leave Türkiye.

HGS or an equivalent system is required

Foreign-registered vehicles using toll motorways and access-controlled roads must subscribe to HGS or an equivalent toll collection system and keep enough balance in the account. Keeping the tag operational and properly placed on the windscreen, and ensuring the licence plate is clean and legible, remain the driver’s responsibility.

HGS accounts can be opened at PTT branches, PTT agents and participating banks. Having a tag alone is not enough: sufficient credit must be available at the moment of passage. This is especially important after entry through Kapıkule, Hamzabeyli or İpsala. No subscription, insufficient balance, or an unpaid toll are all treated as violations.

Penalties: no surcharge during the first 15 days

The toll itself is always due; the additional charge depends on when payment is made.

• First 15 days: only the toll is charged; no penalty applies.
• Days 16–45: a penalty equal to the toll is charged.
• After day 45: the penalty rises to four times the toll.

For a TRY 100 toll, the total is TRY 100 within the first 15 days, TRY 200 from day 16 to day 45, and TRY 500 after day 45.

Leaving Türkiye is not permitted before payment

Outstanding debts are checked against the licence plate through the General Directorate of Highways (KGM) systems at border gates. The data is shown electronically in the Ministry of Trade system, and customs will not allow the vehicle to exit until the debt is collected.

This applies to all foreign-registered vehicles regardless of the driver’s nationality. Payments at border gates can be made by debit or credit card; cash is available only at customs cashier offices. The framework also covers operated routes such as Osmangazi Bridge, Yavuz Sultan Selim Bridge and the Northern Marmara Motorway.

Checklist before leaving Türkiye

At exit, authorities check more than toll debt. They also check the temporary import period and whether the carnet de passages (triptik) or vehicle tracking record was closed correctly. Check your HGS balance, pay any violation within 15 days, and verify temporary import records before travelling to the border.
